Stepped drill bits have a tip that is ground down to a different diameter. The transition between the ground diameter and the original diameter may be straight---in which case it forms a counterbore---or angled to form a countersink. The advantage to this is that both diameters have the same flute characteristics. This prevents the bit from clogging when drilling in softer materials such as aluminum.
